i think you got it. if one puts a "t" on the word "or" it sounds like "ort" - which is very close to "but".
The "o" sound in "too" is a long "oo" sound, pronounced as "u" so you still hear the word "too"

At least there is some consistency in Trump’s approach: He doesn’t see the US’s role to spread democracy elsewhere, and he doesn’t respect or accept democracy at home.

The word but doesn't even make sense in the context of the full sentence. But believe what you want.
