This has been on my mind for a long time, and the fairly recent terrorist activity in Mumbai pushed me even closer to posting this:
What would prevent a small terrorist cell in the United States from planning an assault-rifle attack on a major city? All they'd need is some way to conceal a gun for a short length of time and some heavy weaponry. If a car enters New York City/Chicago/LA/wherever and drops off an Al-Qaeda member in four public areas, each with an AK-47 or an equivalent (whatever the black market's best is these days), it seems as if there's no real way to stop a lot of people from dying with our current system (just imagine someone opening fire suddenly in Times Square or in a shopping line). If the assailants had some kind of body armor, even light police resistance could be overwhelmed, especially if the terrorists went after cops first.
Is there anything other than a lack of organized terrorism in the US that really prevents this from happening?
