Democrats would rather pour billions down the toilet than upgrade the border fencing they voted for.
That way is to have congress critters pass the required 'budget' bills before the start of the FY.

Personally I think the best thing that can happen is if Trump vetoes debt limit increases until our treasuries are junk because then congress will have no choice but to balance the budget. Also all republicans recruited for congressional races in the future should sign pledges they will not protect any constituency groups from budget cuts even if it means losing reelection

Even when they're in power, they don't make any moves to meaningfully cut spending. They're happy to increase spending while simultaneously slashing government revenue. They only bitch about deficits when a D is president. They are not to be listened to.
They want what all that spending provides. That's why they never try to do anything about it. In fact, the only spending they wish they could cut is spending that helps people less fortunate than them. That really grinds their gears. It's all political hackery, really.
We need to ramp taxes back up to Clinton levels at least, calibrate until the budget is balanced, and only then, once we're feeling the cost of all the things we want, make some final decisions about spending. But no, much better to try to perpetuate another dishonest red meat issue, while borrowing almost a trillion a year to give handouts to the richest entities. (Well, ok, 600ish billion. Congress would override that (bolded above) for sure. To "balance the budget" by raising personal federal income tax revenue would require a 40% increase or cutting over 100% of non-defense, federal "discretionary" spending - i.e. touching the 'third rail' of cutting "entitlement" spending.

No need to get all worked up. I am simply pointing out the reality of the congressional 'budget' situation. That is why I noted the enormity of the annual federal deficit and pointed out the difficulty (impossibility?) of having a balanced budget.
The idea that entitlements are the bulk of the problem ignores reality since the bulk of entitlement spending is funded by the FICA payroll tax which until very recently created a significant surplus (the "trust me" fund) which, of course, was borrowed and spent.
