The money spend on the Iraq war could have created a huge scientific base on the moon, and mars, and created several space stations, and created many new space telescopes, a new shuttle program and other things.

No. Right now, we need to be spending money on figuring out a cheap way to get payloads into orbit. Once we can cheaply put stuff in space, then we can figure out a cheap way to send robots to the moon. Then we can discuss putting people there.
