Cops--the good guys--show up with a gun; sometimes, two guns. The attacks typically end when, or shortly after, the cops show up.

As I said, your regular Joe cannot carry a handgun in Maryland.
Those are all "shall-issue" states and your regular average Joe can carry there.How about North Carolina, Florida, Alabama, Arizona and Texas?
A quick google search shows plenty of media attention, nationally, on shootings in Chicago involving minorities.
