Zelensky accuses Russia of using phosphorus bombs​

"This morning we had phosphorus bombs from Russia, people were killed, children were killed," Zelensky told NATO leaders meeting in Brussels for an emergency summit regarding the war, NBC News reported.

White phosphorus ignites on contact with air. It is typically used in wars to mark enemy targets or create a smokescreen to hire troop movements, but can also start fires and kill or maim anyone who comes in contact with it.

This is an upgrade in severity of Putin's attack. Phosphorous Bombs are banned on attacks on heavily populated civilian areas. By the same token and though they are banned, they are not considered "Chemical Weapons", meaning that he is upgrading his attack and doing things that are not permitted by international law but still fall short of being a war crime event.

It can be used in open spaces to conceal military movements. White phosphorus munitions are not considered a chemical weapon under the Chemical Weapons Convention.

Embedded with the 2nd Battalion, 1st Marine Regiment, Mortenson described a Marine mortar team using a mixture of white phosphorus and high explosives to shell a cluster of buildings where Iraqi insurgents had been spotted throughout the week.[18][19] In November 2004, during the Second Battle of Fallujah, Washington Post reporters embedded with Task Force 2-2, Regimental Combat Team 7 stated that they witnessed artillery guns firing white phosphorus projectiles.[20] The March/April 2005 issue of an official Army publication called Field Artillery Magazine reported that "White phosphorus proved to be an effective and versatile munition and a potent psychological weapon against the insurgents in trench lines and spider holes. ... We fired 'shake and bake' missions at the insurgents using W.P. [white phosphorus] to flush them out and H.E. [high explosives] to take them out".[21][22]

During the 2006 Israel–Lebanon conflict, Israel said that it had used phosphorus shells "against military targets in open ground" in south Lebanon. Israel said that its use of these munitions was permitted under international conventions.[27] However, President of Lebanon Émile Lahoud said that phosphorus shells were used against civilians.[28] The first Lebanese official complaint about the use of phosphorus came from Information Minister Ghazi Aridi.[29]”
