As I said, in this particular case, it sounds like this guy is just a douchebag.
Addressing the idea more generally though, have you considered that having one's SigOther abort one's unborn child against the father's wishes might drive the guy a bit around the bend? A man who wanted that baby, who wanted to be a father, who considered the unilateral abortion to be a shocking betrayal and repudiation of what he thought was a loving relationship, could easily be driven into a temporarily irrational state by such a situation. A reaction like this (billboard) might seem reasonable to someone who felt like their entire world had been laid waste by someone they trusted, in such a disturbed state.
Don't underestimate how terribly such a thing could break a man's heart and ruin his judgement, if he really wanted that child and it was snuffed out before he so much as had a chance to say "Wait a minute..."

We're always being asked to have compassion for the woman with an unwanted pregnancy; I'm turning the coin over and asking for some consideration about a man's feelings when his unborn's life is taken out of his hands without so much as a discussion.
Fultz, 35, claims that Lawrence was pregnant with his child during their six-month relationship last year. He also claims when the relationship ended, the baby was lost, but he does not know whether it was due to an abortion or a miscarriage. Fultz says that Lawrence would not tell him what happened.
A petition filed by Fultz' ex-girlfriend said that Fultz had a pattern of stalking and harassment, including posting "intimate cyber shots of me from one of our cyber dates," she wrote. The domestic abuse petition also requested that the billboard be removed and online harassment stopped.

He refused to marry the pregnant mother of his child (who, by the way, is half his age). I couldn't muster sympathy if my life depended on it.

The 35 year-old is witty and a fast talker. Full of himself, and confident. Even though he has no significant accomplishments in life. (He'd be married, else, with offspring, possibly divorced) No mention of that. His actions with this one incubator and one child indicates a distinct lack of maturity regarding his fecundity, and that means it's special to him.
She probably has no brothers. They'd have put the 35 year-old in his place.
As the father of girls, the Mayor can guarantee you that his daughters won't be hanging out with no 35 year-old men. Losers like that don't appreciate angry fathers in dark parking lots.

If it isn't already against the law to baselessly accuse somebody of murder on billboard, it should be.That's entirely true, but being a jerk isn't against the law.
