No that's not true at all. Customs and Border Patrol have the same tools and technology available to them as airport security has. But to outright lie to the American public not only by Sarah Sanders and Trump but by our own Director of Homeland Security Kristjen Nielson is just not acceptable by any standard of measure.

Not really. According to President Donald J Trump 10 terrorists are caught coming across the border daily. Trump has stated that publicly on more than one recent occasion. Then again, Sarah Sanders, said the Trump Administration doesn't know. When asked by Wallace to verify that 4,000 terrorists coming into America in the last year came across the southern border, Sarah admits she cannot. In fact she cannot very even one.
The one way President Donald J Trump and his administration have remained consistent since day one is in the lying about all things related to the southern border. I have, many times and I can tell you explicitly that the Border Patrol maintains surveillance, they follow up leads, respond to electronic sensor alarms and aircraft sightings, and they interpret and follow tracks. They maintain traffic checkpoints along highways leading from border areas, conduct city patrol and transportation check, and anti-smuggling investigations.
The Border Patrol uses many different types of equipment and methods in diverse terrain. Electronic sensors are placed at strategic locations along the border to detect people or vehicles entering the country illegally. Video monitors and night vision scopes are also used to detect illegal entries. Agents patrol the border in vehicles, boats, and afoot. In some areas, the Border Patrol even employs horses, all-terrain motorcycles, bicycles, and snowmobiles.
Whether you come by air, land, or sea there will be an officer of Customs and Border Protection, or CBP waiting to process you. The officer will inspect your passport and documents, looking for verification that you've been given permission to be in the U.S., as well as any information that might prohibit you from doing so. If entering on an immigrant visa, you will need to hand over the sealed, unopened envelope containing your visa documents. your name is checked against various computer databases. The officers are also on the lookout for people who might be using a tourist or other nonimmigrant visa to gain entry to the United States for illegal purposes or a permanent stay.

Why is it different when she does it to FOX instead of everyone else?
Airport security is obviously much different than 2000 mile border security. Illegal entry by land across the Southern border is easier than by air at airports. Accept it or not, it's clearly the case.
If she's said they made a WAG, and their WAG was some number of 'terrorists' had crossed the southern border, that would be fine, but she used data on terrorists stopped at airports and lied and said they were caught, these known terrorists, on the southern border.
So, yes, if she'd said something entirely different than what she DID say it might not have been a lie. What we do know is what she did say was a lie.
Of course it's different, I'm not saying it's not. But the fact remains that there has be absolutely ZERO terrorists apprehended at our southern border as Sarah Sanders stated.
I'm not normalizing anything. I specifically agreed that they were caught being deceptive.
