It is certainly possible that Ukrainian engineers at Rivne have discussed moving radioactive spent nuclear fuel rods before the Russians get there.

I think the Russians are terrified of this prospect, which is why they captured the nuclear facilities at Chornobyl and Zaporizhzhia within days.
