I do not think it is cruel enough.
Cops now days will simply shoot the kid and say it made a threatening move...
I think it was sarcasm relating to how US police will raid a house and routinely shoot people's dogs without legitimate provocation then make up a standard "I felt threatened" story afterward to justify it.Got sources?

This though makes sense. A do could be a threat. A normal unarmed teen should not be a threat to a cop.
