Having adequate federal interior immigration law enforcement would git-r-done. Expecting unions to act as our immigration law enforcement mechanism is foolish.
IMHO, that could be accomplished with an eVerify mandate, coupled with changes to the federal income tax code, allowing the IRS to act as the primary enforcement mechanism. Once it became financially impractical for US employers (job creators) to have ‘undocumented’ (W-2 or 1099) employees, the lack of an employment ‘magnet’ would cause many (if not most) ‘undocumented’ immigrants to self-deport.

Only congress can impose a eVerify mandate and make the changes (which I have suggested) to our federal income tax laws. Currently, the direct labor costs of each W-2 and 1099 employee are (100%) tax deductible business expenses, but if that were changed to allow the deduction for only those W-2 or 1099 employees who passed an (IRS imposed, annual) eVerify check then it would no longer be profitable for employers to use ‘undocumented’ immigrant labor.
