Well it's BS that they did not keep their packed !The NATO Response Force is going to be deployed. It is currently on standby. It will not be used to fight Russia in Ukraine. It is being activated as a defensive measure to protect the member states of NATO given the wide scope of Russia's invasion of Ukraine. In my opinion, it is prudent.

NATO Supreme Allied Commander Gen. Tod Wolters activated the multinational force consisting of land, air, sea and special operations forces from the allies that can deploy quickly in support of the NATO alliance.

US President Joe Biden has been clear that US troops are deploying to eastern Europe to help bolster NATO countries nervous about Russia's aggressive actions, and they will not be fighting in Ukraine.
'This is an historic moment and the very first time the Alliance has employed these high readiness forces in a deterrence and defense role. They represent a flexible, combat credible force that can be employed in multiple ways and we are utilizing fully their inherent agility,' Wolters said in a statement 'These deterrence measures are prudent and enhance our speed, responsiveness and capability to shield and protect the one billion citizens we swore to protect.'
The force has not yet deployed but is on standby. It's not clear how many troops the response force will contain."

Russia is reacting to what they see as a mortal threat to their survival -- ie. expansion of NATO right up to their borders. It's rather natural that they'll react by doing whatever it takes to survive. The answer is not to trigger their basic survival instinct -- especially not for frivolous reasons of NATO expansionism. Ukraine is a divided society, with sharply differing opinions and leanings on East vs West relations. The answer to that is FEDERALISM, and not some 2014 street mob doing a Capitol Insurrection street coup to impose their will on the entire country, like some game of winner-take-all. The Zelensky govt in Ukraine has imprisoned political opponents and shut down critical media in a country with sharp political divisions, and where one third of the country is Russian-speaking. What NATO & EU should have done is to assert high standards on democratic norms for any applicants for membership -- and informed Zelensky of the need to mend his ways and his politics. We're seeing the same problem in the USA, with an iron-fisted Democrat Left who want to impose their iron-handed rule on all Americans, whether through lockdowns or stacking the US Supreme Court. These kinds of overreaching stunts will only result in a desperate backlash from an aggrieved American people, who will no doubt be similarly vilified by the media like Putin.

Maybe, the old USSR had a big problem with information traveling up the chain. The higher-ups did not like to hear anything contradicting what they believed or wanted to believe, and PootyPie is one of the old guard. So, it's entirely possible Putin dramatically overestimates how effective the current Russian military would be in a real fight against NATO.
