He is only authorized to investigate matters that involved any potential links to and coordination between two entities -- the Trump campaign and the Russian government. People are wrongly pointing to, and taking out of context, the phrase "any matters that arose or may arise directly from the investigation" to characterize special counsel's authority as broad.
The word "investigation" is clearly defined directly preceding it in the same sentence specifically as coordination between individuals associated with the campaign of Donald Trump and Russia. The Trump Organization's business dealings are plainly not within the scope of the investigation, nor should they be.

Of course that's what you saw...because it's a RASMUSSEN REPORT...and Rasmussen has been shown to skew strongly to the right since the Bush years. One reason they skew so strongly to the right is that they usually don't call cell phones but only call landlines, which means that they don't talk at all to the majority of millenials (and even the boomers like myself) who don't have landlines.

Actually, it came from Rosenstein. Mueller found evidence of a possible crime outside the scope of his own investigation. Rather than ignore it, he took it to his supervisor, as was proper. Rosenstein gave the case to the US attorney for the Southern District of New York who then got a search warrant and conducted the raid.

Since Rosenstein has to OK all lines of inquiry, everything Mueller has done has been within the 'jurisdiction' of the investigation as per Rosenstein's initial authorization, no doubt because everything Mueller's been investigating has it's nexus with the Russians.
