Very simple question. Which country in Europe, is the most corrupt?

Well I guess I would consider the amount of corruption at the top down to the mayoral level. Are local government officials as well as higher ups, taking graft money? Are the police taking bribes? Is there a big underground black market?

Consider two countries, Belarus and Albania. Which is more corrupt. On one hand you have a perennial winner of elections that are widely corrupt, but the country is run with an iron fist and local corruption is controlled, streets are clean and the black market is not extensive. That's Belarus. Then you have Albania which is reported to have lots of local corruption. Sex slave industry, mafia types and an extensive black market.

According to Transparency International, 37% of Moldovans report paying a bribe in 2010. One of the most perceived corrupt institutions is the police.

A large anti-corruption protest was held in Chișinău in September 2015 following a $1 billion (£655 million) bank fraud.[2]

On 19 April 2021, the Council of Europe Action Plan for the Republic of Moldova 2021–2024 was signed in Strasbourg, France. It is an action plan which, among other things, aims to combat corruption in the country.[3]

Yes Moldova is supposed to be bad.

Prior to Putin the level of mafia corruption was through the roof. He cracked down on it and it is why Russians like him. Well the older Russians who lived through it.

He simply replaced mafia corruption with pervasive oligarch corruption, and it is why ordinary Russians deal with corruption in their daily life.

That is not my question.

You asked what is the most corrupt European country. I asked you to tell me.
I'm not sure. I am thinking Ukraine, because so many former Presidents have embezzled and there is so many police on the take and lots of scammers in general.

Russia has a leader who seems to imprison or eradicate any political oposition and has surrounded himself with corrupt oligarchs.

Albania and Modova are very corrupt on the local level.

I guess I am down to these 4.
