Well I guess I would consider the amount of corruption at the top down to the mayoral level. Are local government officials as well as higher ups, taking graft money? Are the police taking bribes? Is there a big underground black market?You tell me.

Consider two countries, Belarus and Albania. Which is more corrupt. On one hand you have a perennial winner of elections that are widely corrupt, but the country is run with an iron fist and local corruption is controlled, streets are clean and the black market is not extensive. That's Belarus. Then you have Albania which is reported to have lots of local corruption. Sex slave industry, mafia types and an extensive black market.
