A flurry of additional proposals sent to the governor would also affect immigrants, as well as gun users, teachers and job applicants. In addition, nannies, private healthcare aides and some other domestic workers would receive overtime pay under bill also headed for the governor's desk.

Most likely due to Hollywood and the tech and venture capitalist offices of Silicon Valley. Although, with the gold market being bumped up in recent years, California has become number six in gold producing states (the US is one of the top three gold producing nations).
Agriculture is really big here, too.

By all means, send all the undocumented workers back to where they came from and pay a living wage to all the bonafide Americans or legal residents willing to take their jobs.

I get a kick out of those that complain about which states are "net payers" yet see no problem with the federal gov't spending more that they dare ask for in taxation and spending a good part of that on things not related to any federal power stated in the constitution. Those folks likely spend many hours pouring over tax law and keeping records and receipts to justify paying the least amount of personal federal income tax (FIT) possible, yet mock states that containing folks doing exactly the same thing but more successfully. The bottom line is that the states that pay the most FIT simply have the most rich people/businesses in them, since the top 10% of income earners pay 71% of the total FIT and poor folks get the most return from federal social "safety net" program spending.
Your point falls apart on one basic idea. Why the hell are those people there if their laws are so terrible? Why not be in a nice red state like Texas if california is so terrible? Why does it seem to actually work for them to do all those horrible things you complain about? It is really odd how according to some people liberal states do everything wrong, yet appear to finance the welfare of the rest of the country. Could it be some of those horrible things you hate actually promote commerce and spending and boost income for corporations while allowing people to live a better quality of life? Could it be that lower wages and poverty stifle a capitalist system and cause it to crash? Could it be that despite everything the reds say about how wrong the blue states are it is their own damned fault for living in squalor and without so much commerce?
The question I always have with this issue is how are the illegals going to prove who they are and what documents are they going to use to get the drivers license.
Now if illegals are not supposed to be working, how are they going to pay for their auto insurance?
How are they supposed to be working here and driving here if they aren't supposed to be here?
The fact of the matter is that they are here, are driving here without licenses, are working here and paying taxes (often on phony SS numbers).
oh, some of them are anyway.
Some of them are more into gangs and drugs.
Now, if we had a rational and well thought out immigration system, those hard working people would be here legally, would have real SS numbers, and would have drivers licenses. Moreover, they would have to have actually learned to drive in order to get one.
And those other guys, the gang bangers and such, would not have been allowed in in the first place.
If we had a rational immigration system, that is. Now, if we had a rational government, just imagine what a paradise this could be.
Water in California is a gnarly and complex issue.
The growers on the West side of Fresno County,the ones who get their water from the Sacramento Delta, like to put up signs among their almond orchards and cotton fields claiming that Congress and the California legislature have made the area a desert.
While there is some truth to the allegation that Washington and Sacramento are partially to blame for there not being as much water as the growers would like, the fact of the matter is that the decision to limit pumping from the Delta was a judicial, and not a legislative decision.
And then there is the pumping from ground aquifers taking more water out of the ground than mother nature gives us every year, leading to lowering water tables and to subsidence.
Then there is hte issue of growers who sell their water allotments to Los Angeles.
Water rights is a big, complex, and difficult problem in Cali, and has been exacerbated by two drought years in a row. February and March of this year were the driest on record.
Actually, that's only one of many problems.The only reason water is a big complex and difficult "problem" in California is because it's use goes against the agenda of the radical environmentalists who place humans lower on the food chain than others things, both living and dead.
In fact, environmentalists have been adding to the problem of feeding people by pushing through the destruction of water resource management assets.

Again how are these people going to prove who they are? What kind of documents are going to be accepted to prove identity to get this drivers license?
As most illegals are Mexican and they don't follow the law in their own country, why would anybody expect even if this law is passed, that anyone of them will go apply for this drivers license?
