I don't think the GOP wants to avoid negotiations. But "negotiation" doesn't mean folding. Any negotiations will be made more difficult by Dem Party politics, with Schumer and Jeffries both trying to prove that they're the Party's leaders by satisfying both extremes of their members.I would think they will be on the CR continually just to avoid negotiations.

Project 2025 wants him to do just that. Trump wants the government to shut down.
