I think there is a miscommunication. I agree they should not tell their congregation who to vote for but I don't see anything wrong with telling them where the candidates stand on issues.
Most churches and even things like school PTA's refrain from doing this because it's such a fine line and if anyone suggests that you seemed to spend more time discussing one bill, initiative, or candidate over another you could end up with your tax status being questioned. People could also easily suggest that you appeared to favor one candidate over another or showed bias. So most churches and other tax-exempt groups like PTA's try to avoid edging too close to the line that can't be crossed.
