There would be lines for those wanting to enter legally at legal cross points, first come first serve.
Those who have previously entered legally would conduct their business, visa extension and overstay elsewhere, first come first serve.
Takes me about 15 minutes every year to extend my visa.


Permission begins upon legal entry, after which compliance with the law and maintaining a valid visa or non immigrant residency document.


IMO, resources aren't being used efficiently.
Step 1 should be to eliminate as close as possible all those who have entered illegally.
Once that is well under way, some resources could be moved to working with those wanting to enter legally.
There should be multiple immigration offices in each State where those who have entered legally can go to extend their stay easily and efficiently. Where I go they spend about 10 to 15 minutes on each person. Primarily they verify my residence address, twice over nearly 4 decades I've been visited by the police to confirm I live where I claimed, and as I never asked for permission to work I have to show proof of income from abroad that I have income adequate to support myself for the duration of my 1 year visa.
And I'm about to get my first visa extension in my new passport, which will probably be my last passport unless I break the century mark.

Transitioning from illegal to legal status, would as I said require leaving or being deported.
I would have no problem with those who leave on their own accord being documented as they leave, and after a minimum time period of 1 week being given expedited treatment at a legal cross point, especially those who can show they have a job waiting to return to. Though they would be considered temporary residents for a period 5-10 years, only after which they could apply for permanent residence and naturalization, if they wish.

That simply means, if you really want it to stop, you arrest the CITIZENS doing the hiring for breaking our laws.

Much less expensive. Far faster a method.
