How hard is it to put into place a team of people to review funding going forward? If the funding doesn't align with the administration then affect change going forward. To tear the entire system down without a bit of warning and leave people stranded across the world with food rotting because there is no one to distribute it because of money that has already gone out the door is simply idiotic.

Imploding the entire thing overnight doesn't fix the past nor is it going to be effective in the future.
