You can see that the punch landed on Liston's jaw, but the way he falls doesn't look like it did enough damage for a KO.

Liston was heavily connected to the mob, with his contract being majority owned by Frankie Carbo.

Did the mob tell Liston to stay down after the first decent punch was landed by Ali? Very possibly.
 
It's hard to say. I've fought in the ring, and it is odd sometimes what can happen. If a punch connects just right, it may not take a lot of power to lay a man out.



Now whether you can KO a tough man so he can't get back up with just a short punch thrown off balance and all arm no body, like what the slow mo showed... well Liston's head jerked pretty sharply, and rotational force can traumatize the brain stem a lot more than it might seem.



Hard to say.
