All charities pay their office holders first, second and third. If anything is left, they consider giving it to a cause. It kills them to do it but to keep the irs at bay they do it.

There are many. A search should easily find them. I think there's a Ukranian Red Cross; one example is, Humble Bundle for a few more days is selling a game bundle with all the money going to help Ukraine.

The Ukrainian government has also set up bank accounts to donate directly to the government, one for military aid and one for non military aid I believe.
