You're mentioning social standards here in the context of official citizenship requirements. I'm coming from a related theme - that of explaining why people are against immigrants (especially brown ones). There are white citizens that don't make the average literacy level. Let's say for the sake of argument that these people are concentrated in coal mine country. Everyone knows that those people are below standard - they need to get an education and get themselves out of poverty and whatever coal mine 'low income' culture they are stuck in. In other words, there is something wrong with them that needs to be fixed.
Now take immigrants - not a white one from Austria, but a brown one from Honduras. Illiterate in English, most likely holding menial jobs like fruit picking. Society feels there's nothing wrong with this. English would be a burden, so give the Honduran a translator and government help. Never the Austrian though - we expect him to learn English and not be a fruit picker.
It's the lower standard, the non-assimilation, that society expects of the Honduran but not the Austrian, that is a considerable driving force behind the dislike of brown immigrants. It's all for votes. The more dependent someone is and the lower their income, the more likely they are to vote democrat.

I was right there with you - until your last sentence, which doesn't appear to have as much of a connection with reality as it should have.
If the goal is more poor people, and therefore more Democratic voters, we can use out own home grown poor for that purpose.
But, don't the more educated tend to be more likely to vote for Democrats?
And aren't the more educated more likely to be upper middle class?
and as for those Hondurans who are illiterate in English, they're most likely illiterate in Spanish as well. The're hardly among the best educated, at least not the first generation.
Some of the educated must have inferior degrees, since those that make under the median income overwhelmingly vote democrat. Trump won all categories above median income:

Your exit poll data shows not a lot of variation from income of 50 grand to over 250. The strongest support, as we all knew, comes from white, no college.
I'm not so sure we can use data from the highly unusual 2016 election to draw any broad conclusions anyway.
Nor can we say that Democrats want to allow immigrants from Honduras and El Salvador into the country so that they will vote for Democrats. That's just totally unsubstantiated.
More likely they want to let them in (or at least make GOP try to stop them) so they can use it as a wedge issue to win the power games. Im not sure Democrats actually care either way about immigration other than using it as a tool. Lots of Republicans are probably the same.
Imagine you're in a class, and Andres in the far left corner has trouble with English. He happens to be brown. Jakob the Austrian also has trouble. Only one of them will get spotted 20 points on the exam, and we know who and why. It's this dynamic that sets up two opposing philosophies, and also sets up segregation.
