He called a liar out for lying.

This is why I brought up the content I did. Can you find me one campaign promise that Obama has actually kept ? If you cannot, that goes to his "believeability", his track record of making false claims and not following through on them. The man does not tell the truth. Wilson called out a liar while he was lying. He broke the Congressional Rules of Decorum while doing so, and merits the appropriate censure, toothless or not. Wilson was rude, and should pay the price for that rudeness, but the thrust of his outburst was factually correct, and that is why the administration is backing down and and inserting the SAVE provisions.

If we are going to have rude, and we are because Humans are fallible, then this is about the best kind of rude I have ever seen.

Wilson was the guy who sponsored the amendment which would have enforced Obama's false claim. The amendment was voted off, yet Obama still made the claim. If I was Joe, I would have been furious too, and his outburst was as true as it was understandable.

The Congressional Dems voted the "SAVE" provisions off of the bill so there is no legal way for a provider to determine residency before providing care/benefits.

No Enforcement Provision = No Denial of Care

The fact that the bill "claims" they won't, is a lie, because the provision to enforce that claim has been voted out.

Verification will be required when purchasing health insurance on the exchange. One option is the SAVE program (Systematic Alien Verification for Entitlements) which states currently use to make sure that undocumented immigrants don't participate in safety-net programs for which they are ineligible.

There would be no change in the law that requires emergency rooms to treat people who need emergency care, including undocumented immigrants. the federal register releases proposed regulations which explain how the law will be implemented and enforced
once the comment period expires, the final regulations are published
after the regulations have been established, the federal agencies charged with implementing the law will then craft their internal Standard Operating Procedures, explaining the actual steps which will be taken to conform to the expectations of the regulations which conform to the law

it is hoped you could see why it would normally be foolish to spend the time and talent to draft regulationas and SOPs before any legislation is approved into law
which then explains why the SAVE provisions were not initially found necessary but which were later added to quell any concerns
