Sounds like a wonderfully "fair" plan; the more "diverse" you get then the more income redisribution that comes your way.

I wonder if areas that have "too many" black folks will get their HUD funding cut now?

There's no such thing as "too many blacks" in "diversity". There's diversity and there's "diversity".

Read this as "Uncle Sam is planning on paying the 20% down for black folks" if they move to a predominantly white neighborhood.
