Congress did pass 5 of the 12 and those five were signed into law prior to the end of the fiscal year.

McConnell is one of the most partisan folks around. But no less partisan then his counterparts. McConnell is only doing what the folks in Kentucky want him to do. What he was elected to do by them. The wall is closely split with 39% of Americans wanting it, for it while 46% oppose it. Question 18.

I think I read that McConnell's last polling in Kentucky showed him at 18%. Nothing he does can save him and he will be primaried no matter what. He can use this to look like the country's savior rather than an ineffective Trump boot licker.
