how do I tag a thread I start with an "RIP" ?

Silly question perhaps, yet that option does not appear to be as readily available now as before. If it still does exist I'm clearly too dumb to find it.
 
It was there near the top of creating a new thread, even with the new software, but I don't see it now either.
 
It's not available in all forums, but when it is available such as Breaking News - select from the dropdown.

Could it be made available in other forums such as the "International"?

Reason I ask being that a deterrent to having a thread addressing somebody's demise there, yet being turned into a carrion feast (as can currently be seen in "Europe") might greatly benefit not only such a thread but the whole sub-forum as well.

On the premise that enforcement of the "RIP" sentiment will occur.
