Of course they were. The rioters were hurling objects at ICE agents - bricks, bottles cinder block fragments - that is the essence of a rebellion against the Government of the United States.
The groundwork being established has nothing to do with Posse Comitatus. It is an entirely different statute: 10 U.S. Code § 12406 (National Guard in Federal service) which may be invoked "whenever there is a rebellion or danger of a rebellion against the authority of the Government of the United States"

Obviously, the whole point of the L.A. riots was to rebel against (obstruct) the authority of federal agents (ICE). That was their purpose. and that's what they DID - until the National Guard was summoned. Then ICE agents were able to resume their duties.
This is a no brainer for SCOTUS - it will take them 3 minutes (or less) to reach a decision which supports Trump calling in the National Guard to quell the violence.

The House Oversight Committee's investigation is the first at the congressional level into the riots, as ICE officers have been sweeping the streets in an effort to remove illegal immigrants.
