Republicans say the document shows the investigation may be tainted by political bias. Democrats call it a cynical attempt to undercut the work of special counsel Robert S. Mueller III and the law enforcement agencies behind him.

Monday’s vote gives Trump five days to block the move, but the president has already indicated he wants the memo to go public despite initial objections from the Justice Department.
