Would Vice President LeMay have been right to hit Hiaphong and Hanoi with at least ten nuclear warheads each?

Intentionally attacking civilians with the explicit intent of killing as many of them as possible is objectively a war crime and is no more moral than if my platoon in Afghanistan had gone house to house murdering every man, woman and child we found. Both are completely unacceptable war crimes.

Only if he wanted to initiate a nuclear exchange with China.
