I'm pretty sure conspiring to violate the Hatch Act is illegal. Federal ethics rules forbid modifying policies such as law enforcement as political favors. Penalties against those who violate those rule can include criminal charges.

A violation of the Hatch Act could result in administrative sanctions rather than criminal charges. It's probably only egregious violations that result in criminal charges. Same with federal rules on conflict of interest.
But, as we've seen, even flagrant, knowing, egregious violations that actually put the country in danger may not result in criminal charges depending on who the perpetrator is. It's like for some people criminal law doesn't even exist.
(Saying "she wasn't charged with a crime" isn't much of defense when the government is so completely corrupt.)
