Yes, they are a terrorist group. I doubt many people will dispute that. They have a radical ideology, but they lack the means to actually implement it. Hamas has obviously been a threat to Israelis, but has never been an existential threat to Israel, nor will they ever be.

In contrast, Israel has shown itself to be an existential threat to Palestinians living in Gaza because we did not hold the government of Israel to a higher standard than we do terrorists like Hamas.
