Like most things its in the eye of the beholder. The question is whether your world view holds sway or mine.
My view is more valid because it doesnt impinge on individual freedoms.
 
Like the public airwaves, shouldn’t decency standards at a public beach or pool be the public’s decision, perhaps through a city or town council? Should parents have to avoid taking heir kids to a public beach or pool because some guy wants to show off his 9-inch shlong in a rainbow-stripped willy pouch penis thong?

She's not forcing anyone to buy what she is modeling. The people who manufacture the swimwear (if thats what you want to call it) know their customer.
