the fact that once they pass it and can search my browsing without a warrant should due harm already and a violation of the law.

How does that possibility harm you any more than the possibility that they could get a warrant on a BS basis (like an anonymous tip)? The bottom line is that you must show actual (not merely possible) personal harm in order to have standing.
