Maybe this should be in the media bias forum. I haven't seen a big difference between Bush's foreign policy and Obama's. Maybe the change in the #s is due entirely to the difference in media coverage of the two presidents.
 
... being viewed favorably by other nations isn't inconsistent with the self-interest of the United States. On any given issue, from trade and economics, to war and joint military action, to collaborations on other global issues, it is always easier to secure the cooperation of other nations when they like you as opposed to disdaining you. If Bush hadn't been so heavy handed in his dealings with other countries, perhaps we would have received more than nominal help from other countries (excepting Britain) on the War on Terrorism.

Yes, it does matter if the world has a more favorable view. I know it is 'cool' to sit around and say why should we care. Well, we should care when it becomes a political liability for others to support us. When we need more support both financially and militarily in Afghanistan. When we rely on cooperation with other nations, especially in the Middle East, for intelligence. When we are reliant on citizens of other nations to purchase our crap, to buy our Pepsi and GM. We need the good will of people to allow military over flights, and access to ports.

Depends on the political platform, their proven integrity, and what they call for in terms of what they wish to accomplish in their term.

Yes...but he's not really doing much on that front. Still in Iraq, still in Afghanistan, still spending money like it's going out of style. And then trying to push these retarded cap and trade bills which won't do anything to solve any problem, etc. I mean, sure being liked is important in terms of trying to accomplish something; but Obama isn't accomplishing much and rarely has it been positive. So again, I'm not going to jump up and down just because the President is well more liked; I'm going to base my conclusions on actions and enacted policy. And on that front, Obama is failing.
