Slightly dented chads or hanging chads might indeed be counted, with partisans for each side proposing and the “referee” deciding. 3- The GOP spokespersons mocked the process, saying that the arbiter was “supposed to ‘devine’ the intent of the voter,” when that is precisely what s/he is supposed to do. Example: some ballots showed the chad punctured by the voter but not separated from the ballot, so the vote might not be counted.
