How was it working? The deal ended 7 years ago and Iran still doesnt have nukes. It could be that Iran is being honest about not wishing to develope nuclear weapons, but I wouldnt believe them.

Indeed, but what changed was they enriched uranium at an accelerated rate. What I think is the more likely scenario is their intent was to keep the possibility of nuclear weapons on the table to entice negotiations since what they want is a relief from the sanctions.
