The problem is that many, many people already think the police relish in the thought of abusing protestors. Stuff like this only gives credence to that view. There was a better way to get the point across. Something like ]we don't want to hurt anyone, and if you protest peacefully and follow instructions, we will protect your right to do so. If you attack us, we will defend ourselves and you will be prosecuted to the fullest extent of the law." What is so hard about that? Police should not openly fantasize about letting their dogs chew people up. That's not the kind of person you want in, let alone in charge of, a police force.
