Emergency Shelters, and...? How will L.A. deal with those left homeless in the fires?

Every friggin year the past few decades , California has had wild fires, earthquakes, mudslides and the Federal government sends funds. You will receive them once again but there may be some stipulations attached demanding changes in how you all do things.
Be sure to ask the same of the states in Tornado Alley and those in flood zones and routinely hit by hurricanes too.

States in Tornado Alley do prepare. They have places designated to save lives. They also have insurance because their states do not cap insurance companies like California does .so the people pay the premiums. Those who live in flood zones often have flood insurance too. As far as hurricanes go, insurance is available. But premiums vary. If you live on the coast, your premiums will be expensive. If you live inland but you have a problem with flooding you seek flood insurance etc. You pick and choose your coverage. to make it affordable. But when you do that you are SOL if you get hit with something you have no coverage. If you want to live in paradise you need to be able to afford the insurance premiums period.

The Federal government never sticks around for long. FEMA is just around long enough to provide basic needs early on.

Federal aid to the greater Los Angeles area for destruction caused by the 1994 Northridge earthquake was extensive and received high praise from Angelenos. I was approved for a loan from the SBA to repair extensive damage to the sewer line from my house to the city’s.

We do have building codes and regulations to try and protect residents from the effects of earthquakes and wildfires. After each major quake assessments are made of structures damaged, and building codes improved as needed. After the 1961 Bel Air fire where 480+ homes were lost, new codes were put in effect for roofing materials for new construction. Additional changes have been made regarding eaves, vents, and fireplace chimneys.

With global climate change we know that droughts will be become more severe, and Santa Ana winds stronger. Those two variables are the leading factors in the current devastation in our hillsides and surrounding communities.

California also prepares since there is a wild fire season. They're generally able to manage most fires, but conditions for this one were pretty unique given the drought the area had been under since the summer, and more importantly the particularly strong Santa Ana winds that made fighting the fire even more difficult. States that have areas affected by yearly weather events can be prepared, but there are always events which go beyond their ability to prevent of manage given their level of preparedness; this was one of those events.

From an insurance perspective it's been fairly recent that insurance companies have been reducing or outright eliminating coverage in areas where they have to file claims too often. We've seen this in California but also Florida and Louisiana. Thus far much has been made about California from GOP/MAGA supporters, but little commentary on how this is about other states as well. It's a trend that will continue as climate change continues to impact weather patterns and the intensity of weather events like hurricane and tornadoes.
 
If only LA allowed had allowed people to build housing over the past few years.
