In California, a driver was aggressive, and upset one of those fine government employees, who stopped them, suspecting substance abuse, like alcohol.
Passed a breathalyzer, so they decided to dig deeper.
The only thing they could find was caffeine, so they went with that.

That was 2016, I never did hear an outcome.

It sounds like a simple case of road rage.
Road rage is road rage, whether enhanced by stimulants or not.

I've had friends who were stopped and ticketed for reckless driving, and the officer actually wrote (road rage) in parentheses on the citation.

Since he was found guilty of reckless driving, the suspicion seems to have been justified but I don't feel strongly about it one way or the other. In my state, you can be convicted of a DWI while in your car not driving on private property if you have the keys. You can also be found guilty of a DWI while not under an illegal substance or booze if the drug impairs your driving. This includes things like OTC or prescribed medicines.
