Probably not criminal. Just leaving TS/SCI documents lying around in multiple places for many years is not criminal. But it's a ridiculous threat to the information contained in those documents.
I would support them not holding office or any federal position again. Therefore, they would not have a clearance.
It's also possible it wasn't him who placed them. Anyone who has ever worked in close proximity to an executive, much less a President or VP, knows they do nothing mundane or routine themselves. Everything is done for them .....everything.
