That's a far-right propaganda lie. The right's claim of 'fraud and abuse', is an absolute illusion and distraction from what's really going on. Look at the systematic dismantling of every single US agency. What Republicans are doing is following the Project 2025 plan to the max. They're out there systematically demolishing our actual anti-corruption infrastructure in order to insert corruption where it once was before it was rooted out by these same agencies.
