The UNCHR(US) provides a number of links to "discussion of substantive and procedural considerations relevant to LGBTIQ+ asylum claims." And the legal information website JUSTIA features an excellent but brief discussion Asylum for LGBTQ+ Foreign Nationals which would also apply to refugee applicants.
Here's the kicker. These sources were published prior to Trump's election. I had faith in the pre-election application reviewers. Now? I'm not at all sure how "new rules" might color the process.
Concerning your new question. Sure. Trump ought to take up every humanitarian cause with his Arab BFF. Think it'll make a difference? At least 67 countries criminalize same sex relations between consenting adults. Most are in Africa. You believe Trump or any American president can motivate any country to change their laws? I don't.
If Congress ever gets their act together, what needs to be done is a revision of the Refugee applicant process to make it accessible, affordable and delivering a speedy decision. Weeks to months and not years. Same goes for both applications for temporary and permanent immigration.
