Yeah, but you've got one body that is Constitutionally empowered to set the budget for the Executive.
And you have an executive that is Constitutionally empowered to veto. If you don't like it, you can convince 55 House Republicans and 2/3 of the Senate to override the veto.

Morales said she hopes the reports that President Donald Trump could use $2.5 billion set aside to finance reconstruction projects in the island to pay for a U.S.-Mexico border wall are "really some sort of publicity and that is not going to become a reality."

The alternative is too alarming.
 
Where did Trump say he was going to take funds from Puerto Rico?

Emergency funds are what he would have access to under the hypothetical declaration of national emergency. He can't just jack funds from the EPA or DOT to do this. Hurricane relief funds are currently the largest lump sums of unspent emergency funding.

Haven’t you guys done enough damage to those people? Carelessness and indifference is turning into malice at this point. They’re Americans and we help Americans rebuild after natural disasters.

So even though Trump hasnt declared an emergency or stated that he is going to take funds from Puerto Rico, left wing news outlets are down there interviewing Puerto Ricans about it. That is about as biased and dishonest as journalism can get. In fact, that isnt journalism at all its advocacy. Not surprising its NBC. Did they balance this piece with interviews of people who have been victimized by illegal immigrants? Nah, of course not. And you wonder why people on the right watch FOX and listen to talk radio.

He has said he plans to declare an emergency if he doesn’t get his way. Do you deny this?
