Illinois Attorney General Lisa Madigan said Thursday that she expects Gov. Pat Quinn to rewrite a compromise measure to legalize the concealed carrying of firearms in public.



As attorney general, Madigan has successfully sought to put a hold on a federal appeals court ruling that tossed out the state's ban on carrying a concealed firearm. She has held off on appealing the ruling to the U.S. Supreme Court as she waits to see whether a compromise bill enacted in the closing days of the spring session last month is signed into law.

Many lawmakers expect Quinn to use the issue to try to help himself politically, taking advantage of his amendatory veto powers to rewrite the bill to make it more stringent. On Thursday, Madigan said she agreed that the governor would rewrite the bill. Quinn has not said what he plans to do, other than to indicate he will act in the interest of public safety.

Madigan said she had supported legislation that would give law enforcement more leeway to issue concealed carry permits — so-called may-issue legislation — rather than the way the compromise was written. The measure awaiting Quinn's action puts the onus on law enforcement to deny a permit, which is known as shall-issue.

Still, she said, lawmakers "put in a lot of good protections in it, including increased mental health reporting (and) a very good list of where you cannot carry a concealed weapon."

During the luncheon, which also featured U.S. Health and Human Services Secretary Kathleen Sebelius and City Treasurer Stephanie Neely, Madigan acknowledged Sebelius' statement that women candidates must counter a fear among voters that "women aren't tough enough.".....snip~

Note the Games played by the Democrats in Chicago even after an Order by the SCOTUS to re-write their Law on Conceal Carry and follow the Law in allowing people to carry.

Also look at how they Harp on a good list of where people will not be allowed to carry. Which means we will see more shootings in around these places. These are the games the Democrats play here. Even while more shootings take place. Even while the Democrat plays on the issue of Women and voting and this So called fear Madigan talks about. Nothing more than playing on gender and the PC game that requires the BS about women not being tuff enough. What a joke!

One thing is for certain. They are consistent with their Failed Policies, while driving the City of Chicago and the State into the ground.

80% of homicides are committed outdoors which is where most people carry concealed weapons. So we will probably continue to see more shootings...outdoors.

what stupidity. the vast majority of murders are committed by people who cannot legally carry or possess firearms and are perpetrated on people who cannot legally own or carry firearms.

you are not hurt in the least by a law abiding citizen carrying a concealed weapon and there is massive amounts of data supporting the proposition that such activity keeps honest people safer

I reviewed that article and it makes a gaping failure to address a key issue

its "conclusion" is that the gun bans in Chicago make transaction costs for CRIMINALS higher

it ignores that those laws also prevent good people from having guns and ignores the harm that causes

gun control almost always hurts the ability of good people to get guns far more than crooks

Law abiding citizens can still buy guns legally...all they have to do is look in the phone book for a licensed dealer.

the anti gun left often assumes that the death of a mope is always bad

many gun haters are just plain broken up when a mope is killed since the mindset of the left often involves a belief that bad "utes" are not responsible for being assholes-rather its society's fault and the mopes don't deserve being shot for something they couldn't help

People can be hurt by many things, including a hammer, yet we do not ban carrying hammers only the intentional misuse of them.
