Well this is an issue for Counter-Intelligence. What we do not know and won't likely find out is how long they knew Charles McGonigal was a problem. SOP is for counter-intelligence to allow the target to continue to operate, feeding him false information along the way so they could track it when it comes out the other side while building a stronger case against him. In other words, they might have been onto him longer than we will ever know. We will likely never find out how much of the information and material that was fed through McConigal was fed to him with purpose.While fully supporting law enforcement, isn't it becoming clearer that we systemically need for agencies to have strong internal affairs units that monitor and investigate for officer misbehavior and corruption? If it's all clean, great, but that we need better than for wrongful acts to 'get caught' somehow and brought to them before they take a look?
If officers feel they are unlikely to get caught, it's that much more temptation for some. They know the rules very well, when to have body cams turned off (should be monitored and not allowed), what qualified immunity covers, and so on.
