The Chinese are correct. You could cut the US military budget in half and the US would still be spending double what the Chinese spend.

China is working 24 hours a day on it's military development. Don't kid yourself. They're just so far behind us militarily, they want us to slow down so they can catch up.
Why would we have to "slow down"? I bet there's **** tons of waste in the defense department, lots of fat to cut which wouldn't harm our efficiency or technology. Plus we could stop participating in forever war since that's cost us well over a trillion dollars thus far. I mean, we're out of money right? I hear the right talk about that all the time. How come y'all won't entertain the notion of less spending and smaller government?
that is incorrect - Chinese spending on defense is way under-reported. one of the benefits of being a totalitarian dictatorship is that you can lie at will.

No matter what figures anyone shows you defend the massive spending. The debate is pointless. Ignoring the obviously idiotic comments by some folks, we can absolutely cut defense without cutting jobs. We can even increase defense spending on equipment (while maintaining overall defense cuts) which would stimulate job growth. We just need to do things radically more efficiently. Anyone that has any involvement with the senior leadership of the military has a feel for how much money we waste annually on things like conferences, trainings, administrative costs, contract costs, etc.
However, I dont think China is being benevolent and looking out for US citizens. I think China is stirring discontent, trying to get us to slow defense spending so they dont have to keep up, and is also not a little bit concerned about the debt we owe them. China may want to heed their own words of caution with regard to 'taking care of' their own people...at least where 'taking care of' their people doenst mean rounding up dissidents and imprisonng them.
