Of course systemic racism existed and to some degree still exists. Combating racism by giving its victims greater voting power is a regressive and foolish solution. It is right up there with openly advocating that Jews should by law be given control over all financial and political institutions in Western Democracies in order to better combat antisemitism.
Did you read past the headline? The article goes on to give examples where white votes count more than black votes. one example is Wyoming with roughly 500,000 white voters gets three EC electors and Atlanta with almost twice as many voters has to win the entire state of Georgia to have any.
I'd say the headline is to draw people in to read the entire article and not just the headline and start blathering on and on with silly examples in faux 'comparison'... ✌
That has more to do with states opting to use a winner (by plurality) take all system for assigning their EC votes than preventing black voters (13% of the electorate) from having a “fair” say. The fact that Atlanta does not have the EC power of a small state is not going to be changed by the doubling of the black vote.

True, but doubling the black vote does does not empower Atlanta, GA (or any other large city) to get 3 EC votes yet apportioning the EC votes could do so. The fact is that large urban centers already have plenty of political power - enough to turn many red states blue. Knowing that black folks tend to vote heavily demorat, this plot (scheme?) simply seems to favor demorat candidates over republicant candidates.

However if you wish to discuss trying to tilt the electoral process then claiming Republicants want to derail absentee voting as democrats tend to vote with mail-in ballots and as tRump claims- if absentee voting is allowed Republicants will never win another election. (ignoring of course gains in the House and holding a narrow lead in the Senate)
