Prove it. The House report does not. It also doesn’t mention any wrongdoing that Joe Biden committed.

I see that you don't quite understand how the American legal system (DJT version) works.

In this case,

1. A Committee of Congress conducts an investigation,
2. That committee is composed of a majority of R's and a minority of D's.
3. The committee is unable to establish any evidence of wrongdoing on the part of "X".
4. The majority of the committee write a report without any input from the minority and then pass that report by majority vote.
5. The committee then sends the report that contains no evidence of wrongdoing on the part of "X" to the Department of Justice along with a note that says, "Please consider laying criminal charges against "X" on the basis of this report.".
6. The Department of Justice reads the report, finds no evidence of wrongdoing and turns down the request to lay criminal charges or to investigate the unfounded allegations further.
7. At that point the entire "R" collective starts chanting "The DOJ is ignoring the report that proves that "X" was breaking laws "Y" and "Z".
