They are examining ballots for indications that they could be forgeries. Wouldn't that be a good thing to check? If nothing else, they can definitively state 'the paper used for ballots was not consistent with paper imported from China' and put the theory to bed. What's wrong with that?

It would be irresponsible to not take a look at the process, identify where there were issues, and make improvements for the next one. That includes taking steps to reassure the public that any accusations have been reviewed and were unfounded. To answer your question, we can start with Joe Biden, who recently released a plan to add $80 billion to the IRS to beef up their audit process for tax records. Nancy Pelosi - the "for the people act" "encourages risk limiting audits".
Seriously - audits are a part of life. Every reputable business conducts them. Why would we not conduct a review of such an important process?
Question - why not get behind the audit? If Biden is legit, it would be in your interest to prove it to the 50% plus of the country that questions it.

In theory, that's done here. The reality is though that anyone invested enough in society to facilitate elections probably has some bias.
Absolutely agree that we need clear policies and procedures, with layers of transparency and accountability. That's what made many of the actions in the 2020 elections to limit (or prevent) meaningful observation so troubling. Secondarily, many of the changes to the rules 'on the fly' shouldn't have happened. And third - it absolutely makes sense that the legislatures are taking time now to clarify those procedures so we have a clear process going into 2022 and beyond.
Ideally, I think all the ballot counting should be like vegas - one person 'neutral' counting, and observers from both sides watching the process. That way people are limited in their ability to complain afterwards.
